There was an
inactive character wipe last year but that only targetted characters under level 5 that had been inactive for X time
Could it be that you have another login account for your blue characters? You can check the Loginserver account section (P99 or EQemulator depending on where you created them)

Petition forum (where posts are not public) and provide details that the staff can use to try to locate them. Things like character names or possible email addresses used
