When they locked down human travel was easier to stop. They use alot of trains for travel, all you gotta do there is hit the off switch. Vehicle travel is also easier to limit in europe as main routes are heavily policed. They used road blocks and other such things that would not stop some good ol boy in the states would drive his ram 3500 thru, or prevent some dumb shit millenial from rioting because its trendy, or any of the plethora of reasons people have used to circumvent restrictions.
