That depends on what the fee is, and the cumulative effect of other factors.
Say its a fine, and being barred from public school, and higher education, and employment with "gainful" employers, and access to a large majority of corporate grocers, and banks, etc.....
be like....well you're free to go live in the forest...but wait...not federal and state forests....actually you have to buy the land, and then in that case you have to pay for said land through banks you're not allowed access to with money that you would need to earn through employers that won't hire you......
and the reason? Some jackasses playing with their biochem lab experiment decided to intentionally release their virus on the local meat-market transportation hub in cooperation with pro-globalist government agencies that literally broadcasted their intent in the opening ceremony of the 2012 olympics.
The consequence: Joe Blow just living his best life is forced to take an untested vaccine which irreversibly re-writes his DNA to avoid the likelihood of contracting a cold virus with a 0.2% death rate (virtually indistinguishable from the death rate of the common cold)
