The recommended EMU you'll see on the P99 forums is P99. Most of us play here
because they don't allow boxing. You'll also see that reflected in the server counts (note it's 11am on a Monday Eastern time so the numbers are half what they usually are):

There's a good reason the P99 boxes are consistently top of this list. That said, I've heard people mention liking TAKP, and I think they allow boxing up to 2 or 3 characters. You'll have to read their rules though, because I've never tried their emu.
