All depends on timing. If bosses pop while you're online, and you find yourself in a guild who actively goes after said boss, then yes, you can see plenty of raids.
However, bosses don't like to pop when you want them to. If you're only online at a set time (say after work), you will struggle to see a great many boss spawns. Although you will see some if you stick around long enough.
Then there is the issue of getting into a guild that actually does most bosses. At this point in p99, only a couple of guilds really drop anything with TR landing the vast majority of the spawns. So unless you're in TR, the chances of your guild killing the bosses when they spawn drop pretty dramatically (at least right now).
So couple the low, set playtime with the fact that you probably won't be in TR (unless they are really zerg recruiting) and you have a pretty low chance to ever see a major boss die. Those are just the facts of the server unfortunately.
Casual raiders become more viable in Velious. Be on dragon faction and farm giants with guild for some pretty sweet armor and hope for a shot at Vindi/AoW. NToV will probably be locked down by TR for the most part, but the other wings might be more free.
