Requires a bat wing anyway so it's kind of a stupid item (according to comments here:
http://web.archive.org/web/200107130...em.asp?Id=2585 and also on the page you linked). Also it is really rare (again according to both pages and some others I looked at) and it's in the East wing of HS where almost no one goes, so I wouldn't be surprised if no one looted one yet.
