I solved this one.
Before the first Kerra Isle revamp in early 2000, kerra island factions were different. See screenshot from this youtube slideshow of old EQ screenies, attached:

The pre-revamp kerra mob info is in the spreadsheet from late 1999 that I dug up, in case there's appetite for recreating it as it was pre-Kunark (spreadsheet rows attached).
For now, the factions could be tweaked at least so this isn't mismatched between kerra/erudin guards anymore. It should then revert to how it presently is with Kunark release.
