Can people probably peacefully and safely protest and get their message heard during a pandemic while disenfranchising those who would be violent and unsafe? Sure. I can think of a ton of ways.

Get 5 people to sing and dance a message a safe 8 ft apart from each other and wearing ppe. Do a virtual protest or sit in on online games.

Disrupt the news broadcasts safely by jamming their signals or gently disconnect their ethernet and coaxial broadband.

There's a ton of things people can do during this time to make sure we don't forget a wrong or to shame the perpetrator. That's not what is happening though.

People just want violence and vengeance. They've been caged and sedated so long they just know how to make a dangerous mess. Not how to destroy the system or reach real high value targets.
