Not really sure how this has anything with the things OP was outlining. In some of his bullet points he's saying make up new raid bosses etc. Basically brand new content.
The post you're showing is talking about content that exists in the EQ universe (not only from an IP perspective but also from a coding and development perspective) being added to the game. Kind of different from what OP seems to want.
