Yes, for areas where non-resistant malaria is a concern. It's not a drug you take for shits to prevent a viral infection. They're giving it to patients with covid because quite frankly they don't know what else to do without a vaccine. It's a risk vs reward thing at this point. There's a good chance you might die, so we're just going to throw a whole bunch of drugs at you because why not?
