Actually, according to the Venerable Fawdyer's Chapter H.R. 533, ratified by the Fier'Dal council just before the Age of Turmoil, it's not illegal to represent yourself before the GM's, only extremely foolish and that's why no one does it. It's no wonder young jeffrey has lost his case here.
