The regen doesn't really come close to making up for the exp penalty IMO. It's hard to overstate how long it takes to get to level 60.
Personally there are many times I wish I went human over iksar, but primarily for aesthetic and faction reasons.
If I was a human though I'd probably be wishing I was iksar. The grass is always greener.
