Sort of.... They will still eat an item if you gave them everything they need if they are broken. Example would be some SolRo quests where the correct items were given in their entirity but the items went poof anyway with no responce from the NPC.
So while the staff segemnt might definitely be something she is looking for, it does not necessarily mean she wants something else. If she's broken she will just eat the segment.
