Any entity that contests the server on one of these raids will be ineligible to roll at an open raid for 60 days.

Seems like if you aren't a UN guild then you're free to go after the targets during the open raid period at only the risk of not being included in open raids for two months. Most of the raiding guilds are in the UN I think though, so this is basically a player agreement.
