Somewhat true.
As detailed in the soils parable:
Other seed fell on rocky ground, where it did not have much soil, and immediately it sprang up, since it had no depth of soil. And when the sun rose, it was scorched, and since it had no root, it withered away.
The rocky ground is Peter's church, as Peter (Cephas) is the "rock" per Christ's words, himself.
All the real progress came from its branches, from the enlightenment era, and those with the courage to sow themselves in righteousness as detailed in Hosea 10:12.
