What are the rules for pvp flagged players on green? Is it essentially the same as red?

Red has a +/- 4 range. If you're not within 4 levels you can't engage the other guy you just saw.
Green (and blue) don't have that limit, so if a level 50 wants to nuke a level 1 its possible if both are red flagged.
Essentially if you hand the book in on green you won't be able to be buffed or ported by anyone.
