Stocking up on a months worth of food is not panic buying. That is being prepared for if you need to quarantine.
Buying a years supply of food... well maybe it is insulating against anticipated price hikes, or supply chain issues... or even a crazed plan to flip?

I 100% agree that prevention is better than curing, but preventative measures is one thing, declaring a state of emergency is another. It's a bit drastic. If SF suddenly had a spike of cases with unknown disease vectors that were unlikely to be contained, I could understand a state of emergency. 0 cases though, nah.
Also, buying months worth of food when nobody nearby has confirmed cases, that is totally panic buying.
