No. See the problem is that this ALMOST is true 100% of the time, but it's not guaranteed to be true.

I might think YOU might interpret me as racist, so I preface the comment. That doesn't mean I'm being racist. That just means I want to be understood correctly and thought about carefully what I'm saying so as not to be misinterpreted.

Now when you say "I'm not racist, but I think these black people here are dressed kind of funny." Is that racist? Break it down for me and I think you'll see my point about the nuance and difference. You can't just conclude something IS racist because someone says "I'm not racist, but." Which was your original point. Which seems true, but isn't actually true. It's just often the case. But not all the time.
