There really aren't many options at level 9 other than buying from other players, unless im mistaken.
I always go for Medicine Bag s on fresh characters as they're low weight 8 slots and Large. They're about 1.1p each from a alchemy merchant or the dwarf smith in kaladim.

People will tell you the easier to obtain bags but again at level 9 you should focus on exp so their info really doesn't help. It's became an increasingly popular spot now-a-days but

Use to farm them on blue back in the day and never had any competition. Now-a-days expect a long line.
