Yes, but as you might read from the /tell in the photos, they are broke, like most newbies. It's one way to help newbies get items they cannot get at their current level, but they actually earn them, so it's a nice feeling.
(1) Get epic item you cannot attain on your own or even with a few buddies
(2) Earn it for feeling of accomplishment and genuine ownership

I think she is level 7. I 100% encourage newbies to camp newbie quest items in newbie zones. It's how Brad wanted it.

Belts drop like crazy. Not everyone will do an epic quest. In fact, for one box... "there can only be one."
