If you're using only instruments then you don't have to fear kite. And meleeing while fear kiting was still better damage. Its just not as viable at higher levels because the mobs hit too hard and you can't keep them feared 100% of the time while charming. And you shouldn't be tanking in a group besides the occasional hits that you can regen during downtime.

Why would you fear and charm? Just alternate charms memblurring so they fight each other... you won’t even get hit.
Lute is 18 hp regen per tick at 48 ... trust me this on every member of your group is better than paltry bard DPS w/ no double attack. Not mention to CC you will be swapping targets so meleeing isn’t near as effective.
Once Nivs and shield of song are in game with fear this debate becomes even more lopsided btw
