The top was always gonna be congested heading towards Kunark. Maybe not THIS congested but by the time 6 months hits there is gonna be like 40-50% lvl 50s in the population or at least 50% will have a lvl 50 on their account.
Alot of people just go to the next alt so it wont seem that bad. But yes- lower guk, cazicthule, solb and alike will be crowded as balls.
I dont think they even had a consideration to leave them separate. It just wasn't their vision for the re-launch of classic
