Maybe I'm misunderstanding the proposal but I think you are grossly underestimating how much labor hours it takes to make a video game (besides a simple platformer); MMO's are on the very high end of that spectrum. EQ almost hospitalized the paid team of employees working 60-80+ hours a week on it.
As I understand the p99 folks have day jobs and this is a hobby/passion project. I wouldn't be surprised if they end up doing other things in the games industry though.
