That sounds like one of the newbie armor quests that were added later. Maybe Luclin or PoP? Perhaps one of the Ancient Ones can reveal the truth. But no, those are not in-era for P99.
I think the best you can do is random boots like banded, bronze, or charred boots from Sol A; then graduate to wolf fur slippers or eventually golden efreeti boots.
