I always had the impression that skills left low until higher levels can be slower to get rolling. Just an impression, no testing done. My wife made it to 60+ on live, raiding with her shammy, with a defense of two. I stopped taunting for awhile

Running through the edges of water in the swamp while leveling, seems great for swimming skill ups.
