File this in bugs, include some evidence that the NPC was available in the classic-Luclin (ie. before 2002) era ... like say a link to an old forum post or fan site entry that mentions the mob, and is from <2002 ... and the devs will add them.
But keep in mind the devs have been working on this project for ten years, so the odds are high that if an NPC isn't here, they're not supposed to be here (eg. they were added in 2002+).
