Level req needs to be higher to ensure that anyone on the list should generally be capable of easily soloing the mob in question.
I don't agree with the suggestion of someone being removed from the list because that could definitely be exploited.
Also, why a 1 week lockout and not a lifetime one? Why would a character legitimately need more than one manastone?
