It doesn't make sense to anyone because you used the most vague language possible. Vanilla EQ works "the opposite way" of people spreading out as their level ranges spread out? So 2000 level 1s have less competition then an equal distribution of players across all level ranges? It's simply how numbers work, it has nothing to do it with it being EQ or not.
