Being able to obtain the Deepwater Harpoon at ridiculously low level is classic. It's actually a bit harder to obtain on P99 than it was in the original game. Classic shouldn't only mean taking stuff away from people.
It counts as 14/40 from level 10 until level 20, which is strong for the level but not exactly going to rock anybody's world given it's still a Paladin (with Paladin hit tables) swinging it. 18/40 is very nice during the early 20's but it's level-appropriate by the mid/upper 20's and thoroughly ho-hum by the mid 30's. Far from being game-breaking, even mid-level Paladins will mostly want to replace it with things like Ghoulbane or Man-o-War.
Classic is the Paladin's time to enjoy his class at the (relative) strongest it'll ever be, and having access to many of the best weapons for the era is part of the fun of it. Let them have their fun. The actual "OP" classes (hello, Enchanter) will continue doing their thing long after Paladins have fallen by the wayside.
