If you want to have an easy time leveling on Blue right now, just roll a character and go around the zones loudly proclaiming how Green isn't your thing and it's just chaos and people are so rude, not like here. Blue is fine. The people that were really invested in blue will have a great place to keep playing. The blue water experience of a new server is hard for anyone else to ignore.
Thats why it makes sense for green to merge into blue at the end of its cycle. To keep the full velious maxxed out server from going stale, and to keep allowing people the experience of a new fresh server every once in a while.
