That is correct in nearly every case - you won't even be given quest prompt text if you lack the required faction. For this quest it appears Amiable is required.

Amiable is mentioned several times by the 2000-2001 posters. I did this quest on old pre kunark Brell Serilis by simply making a halfling druid, leveling it to 5, getting the honey jum, and then running to Qeynos w/ invis and doing a ground transfer to a level 1 Human Cleric of Rodcet Nife (Prime Healer). The level 1 human could do the remaining steps for the mace assuming you have decent mob dodging skills.
