It's from other message boards that had a reputation system that you could see under their avatar.
Repped = A positive point to the reputation of the user, it would increase their status bar so other users know this is a good guy. This was usually a green bar on display. Rep gifs have green text.

Negged = A negative point to the reputation of the user, it would decrease their status bar so others users know to avoid this guy. This was a red bar on display. Neg gifs have red text.
