Is the 10x XP accurate? Or is that just meaning "XP is way faster"? As in, killing 1 mob is like killing 10 on normal?

Someone explained why it feels slow to me. There's a per mob XP cap, and at level 1 (with 10x XP) a mob will
far exceed that cap. As a result, it won't feel 10x fast, because you're
not getting 10x XP.
But once you level up a few levels ...
