On live, I do NOT remember being able to scroll through excess characters, but I DO remember them allowing free server transfers. That was different, though, on live this was an issue because Sony/Verant chose to merge servers and allowing free transfers was a fair resolution to a problem that they had created.
On p99, if you end up with more than 8 characters on a single account, that is on you. Login accounts are FREE on EQEMU, and you know about this issue NOW, so if you insist on jamming a single account with 16 characters, oh well, not so sure the devs are going to be that understanding.
