Here is my theory:
I doubt they didn’t assist with kobolds the entire time until April 2001 or there would have been a lot more complaints on this.
So what may have happened is when the faction changes were made in March 2001 for the warrens release, the new faction was not added to the guards. They then fixed this bug in the next patch.
That makes sense to me. Thoughts?
