I was able to spot a post on
Allakazam regarding the upgraded piercer stats. It looks like it was likely updated on the November 7, 2001 patch (the same one to add /tgb).
I realize the Primal Lance is the only Primal Two Hander already upgraded on p99, but it's highly unlikely it was upgraded and the others were not at the same time on Live.
