Dark Elf is its own version of difficulty. But, Dark Elves are allowed in West and East Freeport, Grobb and Ogguk. They are also allowed in the zone that mostly no one can enter, and that is Neriak- 3rd Gate.

True, you can get into East and West FP, but you still need to be careful there. The guards will leave you alone, but there are plenty of high level NPCs that will still pop you if they see you. The caster's guild in West FP (which you mentioned in the context of Humans), the Monk guild, the Warrior guild. In East FP, it's a bit less dangerous in my experience, but you still have to be careful around certain buildings...I've had an NPC charge out of a building and kill me despite me not being in their line of sight.
