This is NOT how it works, People just keep spreading misinformation
If you have a well balanced 5 man group and the difference is adding a monk or a druid, and the group kills at the exact same rate, it will level around ~3% slower with the monk, because the total exp needed by the group will be ~3% higher. This depends on a few factors, including the exp penalties of the other players (no doubt some casters and likely a hybrid or two)
Soloing? Yes you can take the exp penalty at face value, but soloing will not be the best exp for a monk anyway.
