The delay on your main hand and off hand are in no way correlated or connected to each other.
At first, it's basically just the best ratio is the best weapon. So, the most damage with the least delay. Before level 20, the only exception to that rule would be if the weapons damage is so high it hits the damage cap that exists before level 20, but that isn't much of a concern for most monk weapons. It matters, for example, with warriors under level 20 using a Wurmslayer, since it has 25 damage and will have reduced damage due to the cap (I'm not sure what the exact cap is though, sorry)
At about level 30, there will start to be a damage bonus applied to the main hand weapon only. The damage bonus is a set amount of damage added to every swing (based on level only, not on STR or the weapon etc.), completely independent of the weapons marked damage number. This wont really be a factor in determining the best weapon in most situations until level 40 and beyond.
So in other words, generally speaking, all you need to look for is the most damage and the least delay. Once you get to the 40s and 50s and have a decent damage bonus, having a lower delay in main hand becomes important, so you apply that set damage bonus more often.
