I think he's referring to this quest:
http://wiki.project1999.com/Indaria%27s_Doll. It starts with a doll that drops of the sharks which can be level 15 at times.
I've been reading up on all of these Qeynos quests for my start there on green especially the aqueducts quests since I'm going to be a rogue. It really is crazy how many quests there are even if I can't do 75% of them without hurting my rogue faction.
