I had to do a fresh install after patch as well. I'm not sure if it was required or not but it seemed like after i did everything possible i could think of and a fresh install i got it to work. make sure you save out your eqclient.ini and your character UI ini files. I forgot to save mine out and had to reconfigure absolutly EVERYTHING and it was kinda lame.
