Not having much luck finding anything substantial. No one said anything about it having a cloth or chain texture on the following resources:

Some people seem to have mixed the greaves and the legplates up, and it didn't look like it was even submitted to sites until later due to this confusion. The greaves look like plate though. The legplates aren't even listed separately until later, just made comments about that showed their existence in obscurity.

Plate armor ornamentations can go in armor flagged either Plate OR Chain (and vice versa for chain armor being able to use plate ornaments). Same deal for Leather/Silk being interchangeable.
The Incarnadine Greaves seem to be properly flagged as Plate, though there is an old set of Incarnadine Legplates which as far as I can tell no longer drop (maybe only on TLP servers for a specific time) that were ?mistakenly? flagged as cloth which would be why your plate ornament wouldn't go in them.

Note that the original quote appears to have been deleted for whatever reason, so I wasn't able to find that.
So still no idea if it was plate graphics or not, but I figure someone would have mentioned it NOT being a plate graphic for plate classes on any of those links, since it was commented on immediately in other implementations.
I'll keep looking and see what I can find. But at the moment, I don't know. Maybe they were using cloth graphics?
