I spent yrs and yrs kos on my silly druid. Petitioned etc asking why it wasn't moving back to dubious. Only thing I can surely say that worked was countless and I mean thousands of goblin well kills in butcher block near kaladim.
I did over 600 belts to the guard budo in misty. And Ella and telin still hated me.
One day when u have hours of nothing. Charm a animal or spawn your bear and send it on a kill spree of whelps. You will eventually see this moved it as they offer +10 per kill and belts and anything else is +1. Storm reapers is hard to fix.
Goodluck. If your low enough level may consider just restarting as its tons of hours work.

If you read a few posts back, I explained that the White Wine quest in Freeport fixed my faction from Max KoS to Indifferent (amiable with wolf form) in about an hour.
