If you have 255 dex you will see on average 3 stuns per minute. They may be sufficiently spaced out that you could see 18 seconds of mob being stunned per minute or get the procs so randomly close that you average 10 seconds a minute. If your dexterity is lower, proc rate falls.
Is it worth it? Possibly. ADA has a solid ratio. Baton isn’t really bad but it’s an inferior ratio to other monk specific weapons out there. If you sacrifice a lot of dps in the procs you could end up taking more total damage than you would with something like an IFS. I imagine the offhand stun proc wouldn’t make up for the dps lost on using a stave of shielding (17/28) offhand. The kill time would be longer so it really boils down to just how much damage you avoid with an offhand proc.
With very high dex there’s a case to be made. Since you’re talking solo ... I’m assuming you’re not going to be rolling with dex/focus stack and you don’t have the gear base (ToV raid) that has you running around with 200+ dex unbuffed.
