He argues that capitalists love regulations (ie. the walls being closed) because they know that they can soon game the regulations (ie. steal all the food). Once that happens not only do they have everything they want (ie. all the food) but as long as the walls staying closed (ie. if the regulations stick around after industry neuters them) they actually help protect the thieves' interest.

The capitalism described here is crony capitalism, where the big corporations and big government collude to push out competition by using the regulations referred to in your post. Big corporations have the legal and financial resources that the little guy doesn't have. This is why big government, with their oppressive regulations, have got to go. We need free market capitalism, not crony capitalism.
