it's twofold. so, high concentration of T (really, high DHT, but they are pretty well correlated) induces male pattern baldness by causing a sort of down-cycling of "dht-sensitive" hair follicles, which are concentrated on the top of the scalp in the pattern of the masc hairline.

The other thing that causes downsizing, hibernation, and eventual permanent death of hair follicles is a lack of blood flow and nutrition. Rogaine, which does work, does nothing more than dilate blood vessels (taken systemically, it's a banned performance-enhancing substance in sport). So, a person with high testosterone concentration combined with poor cardiovascular health has hair follicles in the presence of "poison" and with a lack of nutrition = rapider baldness.

So, yes, baldness correlates with poor fitness on some level but it's not universal and the other correlate is excessive manliness.
