If I ever ask for an offer, it's usually because I don't know how much the item is worth. If someone asks me for an offer, I'll usually throw out something lower than what I expect the item would cost, knowing the seller may be willing to sell it cheaply or that they may make a counter offer anyway.
People who don't respond are clearly morons and don't realize that asking for offers is a two way street.
