It was either not in or just broken during kunark. There's stuff in dalnir and a few other zones that kind of hint to being part of the original greenmist quest, such as the crusader coffin quest and similar things.
There's even a unique graphic that was never used for any weapons with the sebilisan empire star on it, which was likely the intended graphic for the weapon. However when it was finally fully added a year and a half later, I'm sure whoever was responsible for fixing the quest kind of just hobbled together some notes from the original dev and didn't know the lore too well.
