Its based on a chance, am i the only one that feels that "chance" got increased above normal? All mobs are like bashing more often when previously we didnt notice that so much.
Also if that is all correct, ok, nothing more to add.

My "feeling" is that the rate seems higher than it was on live. I remember the flee stun, but I don't recall it being so frequent. That said, to get changes to you need to present in-era evidence like logs or a variety of forum posts from the time. I don't have that, and TBH, can't be bothered to search for it myself.
tl;dr: I think you're right, but needs evidence
