Guard Donlan and Guard McCluskey in West Karana are supposed to be on Corrupt Guard faction. They are considered regular good guards.
I only killed one of them to prevent my faction from going downhill, but as I remember they're supposed to drop a Guard Bracelet (

Guard McCluskey dropped a bracelet, but Donlan did not.
